Creating the world's first circular economy for plastic waste by building a scalable investment pipeline that paves the way for institutional capital.

Circulate Capital Case Study:

There is no silver bullet. Solving for one of the planet’s biggest, most persistent crises – the scourge of plastic waste and its harmful effect on our oceans, our environment and the climate – calls for an entirely new playbook.

irculate Capital is an emerging market investment management firm that has brought new ideas and solutions to finance innovations, companies and infrastructure that scale solutions to the plastic waste and climate change crises. Based in Singapore, Circulate Capital finances companies in south and southeast Asia (SSEA) that, due to the lack of waste management and recycling infrastructure, are responsible for more than 50% of the world’s ocean plastic. With the firm’s growing success, the model has evolved to include investments in US-based enterprises that are developing some of today’s most cutting-edge innovations that are disrupting supply chains with the goal of porting these proven technologies to Asia where there is strong potential for financial, environmental and social returns.

Established as a novel blended finance vehicle, an achievement recognized by NYU’s Grunin Center for Law and Social Entrepreneurship, the firm is backed by several of the world’s leading consumer packaged goods and chemical companies as well as the U.S. Agency for International Development (USAID) and the European Investment Bank (EIB). The idea was to prove the concept of finding investible businesses in SSEA with their first fund, the more than $100 million Circulate Capital Ocean Fund (Ocean Fund), to pave the way for a second fund that could attract institutional investors. In 2021, Circulate Capital announced Circulate Capital Disrupt, a climate tech fund investing at the nexus of climate innovation and circulate plastics, open to institutional investors.

Confluence Partners played an integral role in the launch of Circulate Capital in 2018 alongside the Ocean Fund and subsequent developments, including the first investments made by Circulate Capital Disrupt.
